CN23 is an international customs declaration. It is filled out for any shipment that crosses a state border. The customs authorities of the destination country inspect every parcel carefully, so a correctly completed declaration is mandatory.
How to fill it out
A separate CN23 form is completed for each parcel. It must list the names of the items, their quantity and total value. The declaration must be signed by the sender.
Do not use general descriptions — “clothing”, “used items”, “humanitarian aid”, “souvenirs”. A full list of specific items is required: sweater, trousers, shirt, phone, etc. In the “quantity” column, put the number for each item.

Once the declaration is completed, attach it to the parcel. To learn how to send the whole parcel, read the “How to Send a Parcel” page.
